Nobody converts JPG to GIF for the quality. It happens because a form, a forum or a piece of internal software accepts GIF and nothing else, and you have a photograph that needs to get through it. This does that job, with two things worth knowing first.
Compatibility, essentially always. GIF has been readable by everything since the late eighties, which makes it the fallback of choice for systems nobody has updated in twenty years. If you had a free hand you would send a PNG or a JPG, and the fact you are here means you do not.
The image is reduced to 256 colours picked from your own picture. A face, a sunset, anything with a smooth gradient comes back in visible bands. There is no way around it, because the limit belongs to the format rather than to the conversion, and a photo carries far more shades than that.
People assume an old format means a small file, and for photographs the opposite is true. JPG compression was designed for exactly this kind of picture and GIF's was not, so the finished GIF can weigh more than the JPG did. Both numbers appear on the row.

No. Each file converts separately into its own still GIF, and assembling frames is a different job entirely.
That is banding, and it is the palette limit showing. Smooth gradients are the first thing to suffer when colours are cut to 256.
No. A JPG has no transparency to pass on, so the result is fully opaque even though GIF could store it.
Not from this side. Cropping to a simpler part of the picture, or starting from flatter artwork, is the only thing that genuinely helps.
