Converting WebP to GIF trades a modern format for one from 1987. You do it because something is asking for a GIF by name, not because anything about the picture gets better on the way.
WebP can hold animation and so can GIF, but only the first frame is read here. If the movement was the point of your file, this is not the conversion you want, and you will need a tool built to work with frames rather than single images.
The image is reduced to 256 shades taken from your own picture. Icons, diagrams and screenshots barely notice. Photographs do, and it shows first in skies and skin as bands where a smooth gradient used to be. Soft transparent edges also harden, since GIF has only one fully clear colour and nothing between.
WebP compression is decades ahead. GIF works by finding runs of identical colour, which flat artwork has plenty of and photographs have almost none, so a detailed picture often comes out heavier than it went in. The row shows both figures so you can see it happen.

Simple graphics survive best
Icons and diagrams come through the palette cut with nothing visible lost.

GIF predates most of the software that refuses to open a .webp.

Not through this. You get a single still image, and turning an animation into another animation needs a frame by frame tool.
PNG on quality, every time. GIF only makes sense when the receiving system has named it specifically.
It goes blocky at the faint end. GIF stores a pixel as either solid or invisible, with nothing in between to render a fade.
That is colour banding from the 256 shade limit. Smooth gradients are always the first thing to break.
