JPG and JPE are the same format under two names, so JPG to JPE is not really a format change at all. What you are after is the extension, usually because a program or an upload check accepts only that spelling and turns everything else away.
Because the contents are identical, changing the ending by hand produces a working .jpe. Try it on one file first. If the system takes it, you are done, and you have spared the picture a second round of compression.
It decodes your JPG and writes a fresh JPEG. That second write drops a little more detail, in the way a photocopy of a photocopy comes out slightly softer. A single round is nothing to lose sleep over. It is worth knowing all the same, given the alternative costs nothing at all.
When there are two hundred files and clicking through them one at a time is not appealing, or when the originals came from mixed sources and you would rather they were all written out the same way. The list handles a folder in one pass and each row reports the finished size.

Early systems allowed three characters after the dot and various tools trimmed jpeg differently. Several spellings survived, and .jpe is one of them.
Add as many as you want to the list. They work through in order, so a long queue simply takes longer to finish.
The standard camera details carry into the new file. Anything a phone or editor stored in its own private format may not survive the rewrite.
