Converting JPG to PNG gives you a copy that stops losing quality. PNG stores the picture exactly as it receives it, so from that point on you can open, edit and resave as often as you like without the image quietly getting worse each time. That is the reason to do it.
This is the misunderstanding worth clearing up first. Your JPG has already thrown detail away, permanently, and no conversion brings it back. What PNG does is stop any more of it going. If the picture already has blocky patches or halos around edges, they are baked in and they come across exactly as they are.
PNG refuses to discard anything, and photographs are full of detail, so the file grows a lot. A 500 KB photo can easily land at 3 or 4 MB. That is the cost of the guarantee, and it is why PNG suits a working copy rather than something you are about to email.
Converting does not give you a cut out background. PNG can store transparency, but there was none in the JPG to carry over, so the result is a fully opaque picture. Removing a background is an editing job and it has to happen in an editor.
